This is an expression used in form analysis to indicate that a horse is in with a good chance of winning the race due to a top jockey either retaining or jumping on the ride.

Mate 1: "I'm liking the look of the topweight in this race. With James McDonald taking the ride, she rates perfectly."

Mate 2: "You just read that straight from the Telly's Saturday horse racing tips."
